Message to All by
No war but Celebration Executive Committee

It's time to end the so-called civilization, which is but a scramble for the blessings of the earth taken and protected by world wars.

Let us open our eyes to a new concept of a "shining planet civilization"; in which, there is no evil and the blessings from the earth is used conservatively for sustainable re-generation and the welfare of all mankind.

Nothing is more ridiculous than the impending war between the US and Iraq. One represents the most civilized and the other a holy homeland.

The door of peace can be opened by the wisdom and courage of understanding and dialogue.

Judaism, Christianity and Islam is the main cause of the Mid-east problem. Ironically, they share the same ancestor - Abraham. Ur ( Iraq) is the place where Abraham, the person after Canaan, was born. There should have been a hint of harmony there.

Celebration or war? What you vote shall be a test of our peace-making event.

All weapons into musical instruments !
All the military bases into flower gardens !
Blooming flowers in the hearts of all !
No war but celebration !

Summary

Under the cloud of the impending US attack on Iraq, Shoukichi Kina participated in " The World Peace Now / 1.18 Iraq Peace Action" in Tokyo on Saturday, January the 18th. After this meeting, Mr. Shoukichi met with His Excellency, Mr. Cazale, the acting Iraqi Ambassador to Japan. Mr. Shoukichi proposed Iraq's participation in the movement " All Weapons into Musical Insturments " and requested for Iraqi weapons to be melted and used for a peace monument. A proposal to hold a peace concert in Iraq and suggestions for Iraq's peace issue were discussed. His Excellency, Mr. Cazale in acknowledgement to Mr. Shoukichi's good intention and brilliant idea, in principle, accepted the proposal and promised to undertake the necessary to hold the proposed concert and provide weapons for the monument. His Excellency offered to facilitate meetings with the local people, local and international NGOS and Government Officials in Iraq. His Excellency made an immediate invitation to Mr. Shoukichi to visit and perform in Iraq with the hope that many other people will accompany him to further this peace movement.
To those who know only war as a solution, we need to teach a new method. We need to let them know the wisdom of peace and solutions by dialogue.Although war is evil, mankind yearns for a stimulus.
The world is taken up with movies and games indulging in violence and hostilities.Peace movements are not be attractive to people if it does not possess the impression of instinctive release.
To say the least, living wars give people more stimulus and release than deceased peace movements.
If so, is it not required of us to make a peace movement that is more impressive than war ?
This peace movement - we call "Celebration".
If Celebration can liberate the soul, release energy by songs and dances, and explore the intelligence and spirit hidden there passed on to us by our generations, mankind may be able to transform destructive energy to creative efforts.
Thus, our message - " No war but Celebration ".
We consider this moment to be a valid opportunity to demonstrate the peace spirit of Okinawa and the world. We appeal to the world for their approval. Participation and the co-operation of all with differing views and perspectives is most appropriate and welcome.
We expect Feb.15, the Peace Concert Day to herald global anti-war event by all countries including the US and the UK. We believe this event in Iraq will be a shot heard around the world to re-link ethnic groups, countries, and world citizens to take a bold step forward to promote peace and stop all wars.
We thank you all for your understanding, participation and co-operation.

Objectives

1. The main mission of the NGO, ""All Weapons into Musical Instrument" shall be to request weapons from the Iraqi Government as well as other countries and dismantle them to construct peace monuments. Okinawa experienced the ravages of the 2nd World War to a very large extent. Even after 58 years of this war, 75% of the US Army Base presence in Japan is located in this small Island. This resulted in losing indigenous culture, increased crime rate, accidents and other social evils. This NGO, founded by the Okinawan musician, Shokuchi Kina, was established to counter these negative developments as well as to stop wars and to promote peace throughout the world. To this end, Shokuchi Kina and his band, Champloose has held peace concerts at the UN Headquarters and other parts of the world. Similarly, the main objective of the proposed concert to he held in Baghdad shall be to avoid an US attack on Iraq and to request the two Governments and their People for creative action towards peace by mutual dialogue.

Our Appeal
United States of America

1. Stop the war on Iraq.
2. Give the international opinion a chance to resolve the issues. Solve outstanding differences through dialogue.

Japan

1. Do not support the US action for war. Listen to the Japanese public opinion.
2. Create an independent view which will be creative and innovative in diffusing and resolving the present crisis United Nations.

United Nations

1. Decisions usually taken at the UN Security Council are often based on the opinions of the 5 Permanent Members of this Council. It is only recently that 10 non-permanent members have been inducted. It is our view that maximum participation by other countries as well as international opinion should be given more weight.
2. It is required that the UN carry on the investigation works in Iraq more thoroughly so that any and all weapons of mass estruction maybe dismantled. By the same token, the Permanent Members of the Security Council should also be required to start to disarm and destroy their weapons of mass destruction in a phased out manner under the supervision of the UN. For this, the UN should start to investigate weapons of these countries.
3. Equal rights, representation, and justice for all countries and their points of view is the main duty and responsibility of the UN. To monitor whether the UN has lived by this or has been swayed by the opinion of a few is not only essential but should be a routine practice at the UN.

Iraq

1 Allow the UN Inspectors full access to all facilities and requests to dispel any / all doubts concerning weapons of mass destruction At the same time, request the UN to make similar investigations of other / all countries so that the goal to free the world of such weapons can be gradually achieved.
2. It is our request that Iraq agree to and support the peace movement, "All weapons into Musical Instrument" to work together to make a warless world.
